The following is from someone else, but has been substantiated on a couple servers apparently. From what I see here dont expect to be getting alegendary weapon anytime soon lol

The Guide:

Guild Wars 2 Legendary Weapons Construction:

Each weapon (or shield) requires 4 major items for construction:

1)'MATERIALS' Gift - METAL (Level 400 Weaponsmith) or WOOD (Level 400 Huntsman) or ENERGY (Level 400 Artificer)
{Each type of 'materials gift' requires 4 components for its completion – Tier 3,4,5,and 6 materials} (NOT Soulbound)
2)'ITEM' Gift (Probably Soulbound)
3)Bloodstone Shard - cost is 200 skill points (SOULBOUND)
4)Particular Exotic Weapon (NOT Soulbound/SOULBOUND)

Each 'Gift' - # 1 and #2 above - requires a (Legendary Weapon) crafting Recipe - (2 total) - one for 'Item Gift' and one for the 'Materials-type Gift'
**These are purchased by the crafter from Miyani @ 10 gold EACH**
There is some debate as to whether these gifts are SOULBOUND or account-bound. It appears that these 'gifts' should be craftable by ANY Level 400 crafter of the appropriate type for a person looking to craft a Legendary Weapon. There have also been types of what I'll call 'wild-card' drops via chests/completion awards which are usable as component substitutes for crafting a Legendary at the Mystic Forge - these item drops do appear to be SOULBOUND/account-bound from what I've found so far.

3) Bloodstone Shard (SOULBOUND) - purchase directly for 200 skill points

4) Exotic Weapon: Acquisition of the required/desired exotic weapon can come via a number of routes: map/dungeon/puzzle completion , dungeon/boss drops, crafting, etc/ - as well as via purchase from the Trading Post. While some routes of acquisition will lead to the weapon being Soulbound - in general, the weapon on acquisition is likely to NOT be soulbound . ** HOWEVER (and important!) - note that the statistics of the exotic weapon going into the mix will most likely carry forward onto the Legendary - therefore - you will likely want to set/transmute to the stats you desire for the weapon - PRIOR - to crafting the Legendary weapon.

We currently know what 3/4 of the items needed to make a legendary weapon are.

Any soulbound items going into the Forge will result in item output also being soulbound. So Legendaries need to be self crafted it looks like? I could be wrong, this is just the impression I got from quickly skimming CharrB's post.

Yeah from what I've read around da interwebs, most of these components are soulbound on pickup. The exotic weapon is obviously something you can potentially buy, as are a lot of the "Gift of" mats, but most of it is going to have to be self-made. Also, I very much doubt the finally crafted legendary is tradable.

Good grief, this is going to take a long time or a few paychecks to craft this thing. And here Streg and I were chatting about leveling alts soon... :-P

Disappointing that a game concentrating on enjoying whatever you want to would limit something this big to only those who feel like leveling two specific crafting skills for each legendary.

On a serious note... have we found out if the gifts that require 400 level crafting are soulbound? If not, ima work to get the 10g one for the dagger... lots of people are going to want daggers me thinks. Could be either A:profitable or B:helpful for guildies

Yeah, but I feel like getting to 400 in two crafting professions is one of the "easier"/"cheaper" tasks (in quotes because we all know it's not either of those words). Some of these components are extremely A) rare, B) expensive, C) time-consuming, or D) all of the above.

For a game that is so customizable and free thinking, to say that if you want your legendary, you MUST have these 2 crafting skills seems out of place. I have to see them say its Soulbound, or Accountbound before I believe it.

Just way to out of place for such a customizable game to lock you into 2 crafting skills without another way of obtaining them.

And to take another approach at this, as an engineer, I can only use Pistol or Rifles. (well, shields)

What are the 2 crafting skills needed for my legendaries:

Predator - Rifle: Tailor, Huntsman
Quip - Pistol: Armorsmith, Huntsman

So... what you are saying, if I want one of my legendaries, I have to max out a crafting skill (either Tailoring or Armorsmithing) that I can never use another item from for my own personal gain? That would not only be constraining, it would be utterly stupid.

NOTE: Yes, yes, I know Tailoring makes bags and things, but you all know what I mean.
