If you are starting fresh and have never played Panda's before, you can get ALL of wow for $59.99 [like 45% off or something like that]
Otherwise, from what I understand, Vanilla/Burning Crusade/Wrath of the Litch King are all included in the $20 battle chest now. I don't know what they cost separately. Cataclysm is still $40 I believe, but you can get it for free if you have someone send you a scroll of resurrection, and it has been going on sale a lot lately. Mists of Pandaria is $40 for the standard edition, $60 for the digital deluxe that comes with an extra mount and pet and a couple random diablo/SC2 items.

Yes, all minor glyphs are now pointless/silly options. They allow you to change the look of your character, mounts, or a particular spell. None of them have any actual affect on the spells like they did before [i.e. lower mana cost, no reagent required, etc] and are instead purely cosmetic. Customize away!

From a personal and selfish standpoint, I never bought Cata and I've been confusing myself lately about the best time to get back into WoW with minimal cash outlay, should I choose to do so.
Well, you get upgraded to Cataclysm for free if you let one of us use the scroll of resurrection on you. If you don't like that option or wait too long, Cataclysm is now only $10 as is WotLK [I don't know when you stopped] OR if you're EXTREMELY thrifty, you can just make monies in Diablo 3 on the auction house and pay for WoW stuffs with that money.
