For a tanking build, you really want 12 pts into Reaver for Plague Bringer and Sinister Intent. That helps with agro generation.
Some of your casts in your macro can be removed all together, and really should be situational.
Here is a punchlist you should stay with:
cast Retaliation
cast Disarming Counterblow
cast Aggressive Block
cast Reckless Strike
Your current macro looks like your trying to push through too many skills that are situational for single target and multiple target agro.
On a side note, Pact conversion is worthless until patch 1.2 This is because currently, you only get a 6 second buff from your stack, and requires you to increase that stack every other hit basically, in order to maintain 50% bonuses to armor and str. This will change soon, (May 10) - as these abilities will now last the entire duration of the pact (which you should have 30-40 sec) and easy to maintain.
