Time Bank is a mechanic added that saves time after a skill is complete. The maximum amount of time saved for non-vip is 24h, the maximum for VIP is 30 days. This allows you to sleep at 3am when a skill will finish and can use that time when you wake up to add to the next skill or pip of the current skill you were training.

If you are training right now in 5.3 and you missed some time, I suggest you dump some of that banked time so you can use it.

Each Group PROFESSION, RACE & CLASS has their own BANK so empty them all!

Yes! Unless you cap the reserve amount. Right now everyone has 1 day of Banked time (we're not considered VIP for some reasons). You can empty it on any skill you've access to.  When VIP is enabled we'll have 30 days after we start the first skill (assumption until proven wrong). So you could miss a full month before you begin to 'be behind'.

When a skill ends, the Bank starts to collect time until you spend that time or it is full. it's a pitcher that catches water until it's emptied or flows over.

The catch-up mechanic will/should be introduced around the 6 month mark. This will allow us to write down a certain amount of skill training to sell or trade or gift.

It should be possible for combat focused players to get tombs to learn how to gather (or further their combat). while crafters or gatherers could learn deeper into their crafts or pickup the other.  It will also greatly help those in the Necromancy profession as each race has a path.

I think this will be a great system for us to diversify on classes and races!

Found out more about the catch-up mechanic.

Tombs are the way new accounts will catch up to 'vet' accounts that started soft-release day 1.
How to create a Tomb you use a skill slot and manually add the training to the paper.
Limitations are an account can never bypass the highest trained account. Simply you can't learn all the skills.
Pro's are if you miss a week or month or whatever of training time, it's possible to get that time back for a cost.
Con's not sure how costly it'll be. You stop one skill from training so you can give skill time to another player.

with 5.4 out I've learned that you can manually start the Time Bank which will be useful if you're not going to be on to swap.  just click the time bank icon on the lower left (under Info icon).
